Background Ruchika Girhotra’s case

Background Ruchika Girhotra’s case: Ruchika Girhotra, a 14-year-old tennis player, was molested by then Haryana police IG S.P.S. Rathore in Panchkula in 1990.Three years later, Ruchika killed herself. Nineteen years later, Rathore walks away with six months of rigorous imprisonment and a 1000-rupee fine, ; on grounds of prolonged trial and old age ; During the period, Rathore was promoted despite the molestation charges and also asked for reform in the judicial system to ensure timely justice in such cases. Even during the course of 19 years, Rathore had little to worry about. He continued getting regular promotions and was even made the director general of police. All that is fine, but after all the statements made by the Law minister,have seen any amendment to the law?
Rathore's bail application has been rejected today,why isn't the Haryana Govt arresting him.
Problem is the Babu-Neta nexus and don't be surprised that Rathore actually gets away with murder.
